Dr. Wynn Rosser
Dr. Wynn Rosser serves as the Commissioner of Higher Education and CEO of the Texas Higher Education Coordinating Board (THECB), leading statewide leadership over higher ed policy and budget with an operating scope that reaches the world’s eighth‑largest economy.
With nearly two decades of leadership experience in education and philanthropy, Dr. Rosser previously guided strategic grantmaking as president and CEO of the T.L.L. Temple Foundation—focused on rural East Texas—and as chief executive of the Greater Texas Foundation, championing postsecondary access and success. Prior to that, he served in teaching, faculty, and administrative roles at Texas A&M University for 14 years, including as adjunct faculty at the Bush School of Government and Public Service.
In his current role, he leads implementation of the state’s “Building a Talent‑Strong Texas” strategy, overseeing THECB’s $2.9 billion budget, financial aid initiatives, and systemwide policy direction aimed at expanding workforce preparedness and higher education equity. Drawing on his rural upbringing and deep commitment to educational access, Dr. Rosser brings a values-driven approach to ensuring that all Texans—regardless of region or background—are equipped for opportunity and success.
